Substance Designer Scene Scale

Is substance designer based in centimeters/meters? I am trying to bring in a square mile of roads to paint on that was created in a feet scene in 3ds max, but the brush tool does not work and the scale of the stencil is really small and when you zoom in to see the detail it is gone

Have the same problem while importing a giant model scaled to suit Unreal to Substance Painter.
