Is the Steam Non-Commercal version limited in features/reolution like 3D Coat, or is it purely that it is a non-commercial lisence like Substance Designer is?

It is not limited. It works just like Substance Designer and is purely a non-commercial license. However, you can use it to create assets for Steam store.
