Googling for days now ...just cant figure it out.

In addition when iam trying to export the textures with unreal engine 4 (package) selected i get those warnings :

MapExporter] The input map 'Opacity' needed by the map 'Road_Material.001_BaseColor' of the texture set 'Material.001' isn't available because: 'Opacity' channel is missing in your texture set.
[MapExporter] The input map 'Emissive' needed by the map 'Road_Material.001_Emissive' of the texture set 'Material.001' isn't available because: 'Emissive' channel is missing in your texture set.
[MapExporter] The map 'Road_Material.001_Emissive' can't be generated for the texture set 'Material.001'.
[MapExporter] Export duration: 2s
[MapExporter] The input map 'Opacity' needed by the map 'Road_Material.002_BaseColor' of the texture set 'Material.002' isn't available because: 'Opacity' channel is missing in your texture set.
[MapExporter] The input map 'Emissive' needed by the map 'Road_Material.002_Emissive' of the texture set 'Material.002' isn't available because: 'Emissive' channel is missing in your texture set.
[MapExporter] The map 'Road_Material.002_Emissive' can't be generated for the texture set 'Material.002'.

1. Even if you have warnings in log about missing opacity and emissive, it will still export textures, just without said channels. Ignore the warnings.

2. It seems like two different textures were made for different UVs (Texture Sets), why is that?

Shouldn't really be a problem, it's called padding, but you could also try make it as 1 texture set.

how i do that?
In Blender you need to apply to model only 1 material, or you can combine them in Photoshop or Substance Designer into 1 texture.
