"Create smart material" doesn't work

For some reason, Substance Painter 2018 3.3 thinks shelf is read only, which is true, but all the files in my computer show like that. Checked security preferences of the shelf folder and it has all permissions checked but no matter what I try, they come back to read only mode... Substance would show: [Shelf agent] Preset cannot be saved: The default shelf 'shelf' is only available in read mode because you don't have write permission on it. :(
