I've been trying to start a LAN game with two other computers on my network, but I keep on getting different errors, either "Your serial is already in use", "Connection error", "Duplicate name on server". I have made sure the game runs as admin and in compability mode for XP SP3, I've checked the serials and they're all different, I've checked the options.ini so the IP is the same as the computers. None of the fixes have worked so far, is there any other fixes?

Make sure the PCs have GenTool installed. It will fix the issue.

I wish the developers of Gentool wouldn't use the smallest text possible. I have been playing C&C since the Win3.1 demo and I can no longer see small stuff like that. So until they think about the aging gamers when they code, no donuts for them.
And its not just GenTool to be fair.

Yeah, all three have Gentool, Still doesn't work. The game only complains about serial already in use, which is wierd since the game collection has been bought on three different steam accounts.
That's an easy fix with a quick registry change.
1.On your windows machine click on start and in the (Search for programs and files) box type in regedit and open regedit.exe

2. Next click on the little arrow next to the folder named HKEY_LOCAL_MACHINE and make your way to ergc directory the full path is

HKEY_LOCAL_MACHINE -> SOFTWARE -> Wow6432Node -> Electronic Arts -> EA Games -> Command and Conquer Generals Zero Hour -> ergc

Note: If you cannot find Wow6432Node then ignore it and procees to Electronic Arts -> EA Games Command and Conquer Generals Zero Hour -> ergc.

3. Click on the ergc directory and right click on Default (located on the right side under Name) and Modify it.

4. Change 1 of the letters or numbers.

So I've tried Gentool and the registry fix, and none of them work. It seems as if the game tries very hard to find a reason not to work. -,-
Do you actually own the game on Steam? Assuming you have GenTool installed, this issue should not happen for Steam, but could happen on illegal copies.
Yeah, all three accounts own the game on steam.
