the solution is almost the same for windows as it is for linux.
you need to launch the game one time and it crashes. then you go to my documents and the zero hour map should be there Make the Options.ini File your self.
The game will be stuck on the splashscreen.
To launch the game, go to:
<Steam-folder>/steamapps/compatdata/2229870/pfx/drive_c/users/steamuser/Documents/Command and Conquer Generals Data/
Create a file named (the capitalized 'O' is important):

Open this file then add:

go to your steam install directory for zerohour/generals
and add the d3d8.dll file from https://www.gentool.net/

I agree that support for games like this is abysmal and that it would be better if the fixes were included in the game directly. GOG.com dous a better job to deliver old games then steam dous as their games directly work from the install they go to greater lenghts to make those games work for the end user giving them a game that has the modifications it requires to run under modern operating systems and your not required to have a online connection to play unlike steam that just puts the game there and your on your own to find a fix.
An AV cant distinguish between it being bad or not.
