What is 100%?
Is it red or white 99? or have I never seen a 100%?

The way I learned to think about is white is under 100% and red is over 100% and you want to stop as close to the middle of them as you can to get a 100% after assembly.

I think of there being decimals that aren't shown and the game rounds. So either a white 99% or a Red 99% may yield a 100%. But you won't see it say 100% until the weapon is assembled.

On the anvil you can stop before getting into the red, but on the assembly table you have to go over 100% into the red before you can stop.

Right? Yet when I see a picture posted by a dev to help someone with a quest or such, it shows on theirs 100% not 99, so either command or something we're missing?
I am not sure where you mean. Maybe I haven't seen those pictures. Do you mean the stats of a completed weapon? Or something else?

Update and Edit to what I wrote below. I did just see 100% on a guard while hammering it on the Anvil. So landing on 100% is possible, but rare.

I see 100% in the items when they are completed. But only 99% during hammering and assembly. But I attribute that to the fact we can't attain exactly 100% only 99.something and the game will round either up to 100% or down to 99% when the weapon is completed.

Like if I look at the smelting bucket it shows us two decimal places. 99.99% for example. I think if your ore quality doesn't fall bellow 99.50% you will obtain 100% ore quality in the items description once assembled.
If it's between 98.50%-99.49% it would result in 99%. And so on.

Note, I'm guessing at the true values and mine are just guesses.

It would be satisfying to see 100%, but I also like that I won't know if I got 100% until I assemble the weapon. 🤷🏻‍♂️
