Need help with this request cant seem to get the two handed sword to the stats needed

I got it right, but he still refused it, so I said screw it an told him i could no longer help him. spent nearly 10 minutes just on the design of the weapon
I have had the exact same problem every single time someone has asked for particular damage statistics, even if I surpass their demanded cut rate. I've been turning people away instantly if they ask for a particular cut rate for instance. The only reason I took on this request is because of the promised payout. At this point, what I can only assume is a bug, has cost me thousands of coins.
I ran into these issues before i discovered that most of these stats decrease with the finished product due to the handle being a different weight/length. Along other things like quenching quality and such. Now i try to leave some margin for error in the weapon designs if i have a requirement.
I did his quest in the following way:
Metal - Khanka
Blade compone components - Alternating Widing/narrowing fragments, which have 2 cut rate and 3 durability rate, pretty long sword
Blade tip - rectangular, with 4 durability.
And yes, the sword was legendary with 98% minimum at every stage
