Sounds like you are early game? I'll give some general information and if you want more specifics I can give you more. (sorry lots of reading!)

Weapon Type is determined by Hilt and Blade Length and will be shown in the Top left corner of the screen when deigning the weapon on the Weapon Design Desk

There is a Blue Book on that desk that will give you the range of lengths for the different weapon types.

The grade of the weapon is determined by how well it is crafted. It factors in the Ore quality, which you can see when looking at the smelting bucket once the ore has melted into a liquid. It will be displayed in %. If the ore is over cooked for too long that number will drop from 99.99% to 0.00%. That Blue book will also give information on the Melting point of each Ore type. Keeping the temperature of the Furnace just above that temperature will result in the ore quality slowly going down. The higher the temperature is over the melting point for any specific ore the quality will go down more rapidly. You can stop the quality from going down by taking the smelting bucket out of the furnace and even dropping it into the water trough to quickly cool it down.

Other things that effect the Weapon's Overall quality is the Hammering quality of the pieces, the quenching quality, the Assembly quality and the Sharpness Quality.

I can't recall what the minimum quality is needed to achieve Common but it is on the lower and forgiving side. If you get Junk Quality it might be from the ore being cooked at too high a temperature and for too long. It is also OK to give a weapon that is better than Common. Such as Good or Masterful

To achieve a cut rate above 20% look at the different blade pieces. Each one has different modifiers for the blade. You'll want to use ones that have a boost to Cut. As well as you may want to try giving the blade a Curve in the bottom right hand corner in the weapon design table. Click and grab on those yellow and green nodes and notice a Cut bonus being displayed up to a max of +33%

Here is a Dagger I quickly made and tried to get the quality around Common.

You can see I failed to get the cut rate high enough even though my design indicated it could have a cut rate of about 22. If I had kept the ore at a higher quality and done a better job on the hammer and assembly it would have met the requirements. As the stats will decrease the poorer the quality of the final assembled weapon. Alternatively I could have tried a different ore type too to get a higher cut rate.

The POB(Point of Blance) Will factor too into Cut and Piercing rates. So ussing a lighter wood type and lighter Pommel in my design could increase the cut rate. If the POB is further towards the tip of the weapon it will give more cut, and if it's more towards the Pommel it will give more pierce. I always cycle through the different wood types and Fuller types and pommels to see how the stats change.

Different Metals are sharper than others too. So try something other than copper as that one isn't very sharp. Iron is good and cheap, you may just need a better design then the one I showed here as an example or do a better job at hammering it out and assembling it than I did! I tried to get everything in the 80's to see what the quality would turn out to be.

Here is the Dagger that should meet the requirements if made well enough and only uses the starting blades pieces and doesn't require a Quench:
