Pre-purchase is not solely up to the publishers. Valve only allows pre-purchase for certain partners if they have a proven track record and Valve believes the pre-purchase period will see an acceptable return. Valve has said that they have internal data that shows pre-purchase periods actually harm sales for all but the biggest releases.
I wonder if it's due to the lack of a preorder option that's preventing them not to share it... Either way, I was impressed with the performance of the demo that I'll purchase it Day One.
If I had to guess, $59.99 (SE), $79.99 (DDE), and $99.99 (UE) seems more reasonable.
