You need to submit your game to Microsoft and they analyse it and give you (or not) the green light to publish it on Xbox. Classic yeah ?
Yes, however, sometime (everytime ?) you :
- will need a long ass time before receiving an answer because they are not fast at all and are really bad with communications
- simply cannot contact them LOL
- have problems with Xbox optimizations
During this time, you can't do a ♥♥♥♥ on the Xbox version of your game so you keep going with your other plateform.
At the end of the day, you skip Xbox plateform and goes for Steam, Nintendo and Playstation.
I summarized the situation badly but it's a big problem for the devs and they are avoiding Xbox systems (and the player base of Xbox is a lot less than Playstation, Steam or Switch so sales are ♥♥♥♥ XD
