Who knows if that is true or what the real reason(s) is, I just wanted to know if there's still a chance of seeing this game ever be released on Steam or if the devs completely abandoned the game and the idea of coming back to this game one day.
I know the real reason and wrote it in the answer above. Because I personally played cso2 from the moment it was released until I remember the day it closed. It was on the closing day that everywhere there was news that the Korean nexon was sued for cheating with a chance of dropping items in loot boxes in the cso2 game and forced to close it. This is the real reason. Valve wasn't even close. And it has nothing to do with it.
You are quoting some speculation from Google, written by no one knows who and when.
Game was shut down by a Korean or Chinese court under Korean or Chinese loot box laws. It is a court order that does not allow the game to be re-released anywhere.

Please do not spread false information. There is no legal statement stating CSO2 is closed due to the said reason. If so, not only CSO2, CSO and other Nexon games should be affected as well since they are all using the same method.
As for the defense, this is my speculation though since we do not have any info about it. To my knowledge, it is just CSO2 is very expensive to run due to Source engine renting (Havok physics engine is also expensive). Also, CSO2 probably does not generate much profit compared to CSO since most of the items can be purchased with game points and most cash items are just cosmetics. For me, it's an experimental stage to see if cosmetics can sustain the game, but we know Asian market does not like spend too much on something that does not affect gameplay.
