Oh they did mention it in other posts (it was about CAD currency) that they are looking at it as there is a problem with it.

but that's CAD currency, if i'm in other country and not in europe how can i buy stuff ;-;

Maybe it is not only with CAD currency but purchase system's fault and devs are looking at it. Usually when you buy in-game items a pop up box from Steam will show up (but you need to have to allow Steam's in-game Overlay) to make a purchase with your Steam wallet.

I also want to buy some stuff but I am waiting until everything is working fine.

Just report the cheater by sending a Support ticket (or in CSO if it has the same program as CSN:Z for reporting players).
