Report a translation problem
My old pc had the same things 20-30fps sometimes drop to 10-15, i just needed to buy another one, i tried to use consol commands, programs but anything solved my problem ;/

For better fps.
gl_vsync 0
cl_minmodels 1 (all human player models are the same), 0 is default.
fps_max 101
max_shells 0
max_smokepuffs 0
mp_decals 0
Launch Options:
-high -freq 60 -lv -noaafonts -nojoy -dxlevel 80 -nod3d9ex1 +gl_vsync 0
And try to lower your resolution to 800*600. (Don't run in windowed mode),
set screen display mode to regular in game.
Go to your steam folder, find steamapps -> common -> CSNZ -> Bin
Find cstrike-online.exe, right click, properties, and find compatibility.
Check 8 bits 256, and try other options if you still want more boost...

You can buy it for $14.99 on steam. And it really works. (There are also cracked versions on google. But I don't recommend you to use cracked versions...)
-Wise Memory Optimizer
Search it on google, it's free to use.
Majority of them do. And worst part of that is that they invest the same amount of money, if not more than the amount a decent laptop can cost.
