Here's the official solution to this issue:
- Close your Steam client (ensure the "steam.exe" process is no longer running in the Task Manager).
- Right-click on Steam icon on the desktop and select "Run as Administrator".
- Launch CSN:Z from your Steam Library and not from its Desktop icon.
In order to launch a program with Administrator priviledges, you have to be using an Administrator-level Windows account.
If you're using a PC that's not yours and you have access with just a guest account, you'll have to ask for permissions to the PC owner.
