Where's that chief attuner in lower sections?

Attuner in town said that energy for the elevator is back but need to find chief attuner. There's no mark on the map.

He's in the crystaline realm. You reach it by heading left from the lower respite in subterranean testing site ruins.

Once you switch back on the elevator to central stratum, the chief and his subordinates should all be at the elevator itself.

The thing is - I can't make this elevator work to reach central stratum. I beat bosses and got swimming, spider ability. There are some unexplored areas in crimson forest, Testing site ruins, disposal site coz of "Growth" doors that I can't open yet. And 1 room in waterway with magical door. Yellow marker on the map says - Exp;oring the lower Stratum. I think that it's some bug.

After beating the disposal site boss to get the spider ability, did you talk with that NPC again in one of the following rooms? I seem to recall meeting him again and he'd say something about turning on the elevator.

I'm stuck in your exact position as well. Did you manage to figure it out?

Edit: Found out I haven't fully finished the Crimson Forest. You can unlock the locked door but I was under the assumption it was later because the area for the teleporter you need to take to get there is highlighted in blue.
