How to get up there?

You can stand up on the edge of platform near magic assistant.
Next one: Garm Ascent (super jump), moving forward to item - dash - scythe combo - jump - scythe combo - dash - scythe combo. Should be enough.
To make it easier - use the Incomplete Gear to boost you up a little higher, when using Scythe.

From below, find the absolute edge of the bottom platform and charge the upward dash. I crashed into diagonal and with some attack/dash/jumping i made it to the platform. Maybe not intended but it worked for me.

Air Boost at the edge of the lower platform , Use No.7 first/ third ability after few hit of axe , no need for crazy combo.
