Garm upgrade or underwater doors pass

How do I get these power ups? I don't have any more grey areas that I can walk to, all of them are blocked by underwater doors or those fancy doors that the dog can't break, please help. Thanks!

go back to the arena tower and head right(for w/e reason it's not marked as a region transition till AFTER you've gone through it), theres an area there that will let you progress

All three of those are stuff you gain as you explore the game, every single one of those is needed by the plot.
Carefully check borders of your cleared areas because it may color the arae blue to signify that you explored/picked everything up in it, but sometimes the paths to other areas aren't quite visible unless you're max zoomed in

I don't see any area or teleport named Arena Tower, I checked the whole map more than once :(

i called it arena tower cause that's what they call it in game

Steel district the tower where you had the boss rush just go right

There is also the question mark near Central city bench that IDK how to clear

What are the current regions that you have unlocked?
Arena tower for instance is in Central Stratum

Question mark is for a later part of plotline for Ending B, nothing will happen for a while

you have access to Steel district WELL before you even need either of those upgrades :x it's one of TWO places you can even go once you access central stratum so you couldn't miss it

I just saw the steel district, I didn't go to the right green dot omg.... fell so stupid :D
