It's a sequel but made in the way you don't need to play the first one. Though I recommend you play Lilies first, the gameplay are very similar after all.

It's that kind of media where it's not gonna be detrimental in your enjoyment since it's set in entirely different region. But if you did play the first one, you'll start noticing connection between the two game. So I would say if you care about lore, yes do play the first one.
