can someone explain the relic to me? what does it mean to increase the SP gauge by 10/15%?

Every time you inflict damage to an enemy, the SP Gauge will increase by 10% (or 15% for the upgraded version).

It's just bad translation. It adds 10/15% bonus SP gain to your attacks.

adding 10/15% (of a full bar) per hit is good. gaining 10/15% more than base isn't good. which is it?

To put it simply it's like the first game each attack fill the SP gauge by a certain amount per hit, how much is filled depend of the attack, the Chief's Attuner ring simply increase how much the attack fill the gauge, let say for instance an attack would give you 12 SP per hit well with the ehanced ring it would give you 14 SP per hits.

I don't think the actual numbers have been debunk yet they are probably in the game codes, but just keep in mind each attack increase it by a different amount per hit.

legit. I thought maybe it's 10% of a full bar, which would make it OP, but what you say make it ok
