Every time you inflict damage to an enemy, the SP Gauge will increase by 10% (or 15% for the upgraded version).
what's the math of gaining SP anyway?
To put it simply it's like the first game each attack fill the SP gauge by a certain amount per hit, how much is filled depend of the attack, the Chief's Attuner ring simply increase how much the attack fill the gauge, let say for instance an attack would give you 12 SP per hit well with the ehanced ring it would give you 14 SP per hits.
I don't think the actual numbers have been debunk yet they are probably in the game codes, but just keep in mind each attack increase it by a different amount per hit.
