You'll have them all unlocked by the time you reach 1.6 million ryo. The way you reach that amount...is up to you.

1.6 mil ryo, go into free battle, set AI to super easy, set handicap max, ultimate jutsu twice, earn 18-19 thousand ryo, repeat.

Just play free matches and those story like modes and you'll have them all unlocked. It will take you few hours to unlock them.

if you can go to free battle 2 player mode. Set handicap so you have all the adv. Pick Sage Naruto, use your down and left item. Then ult. Guaranteed 4-5 second matches for 18580ryo if you do it correctly.
