Play Survival.

I beat the Beginner, Intermediate and some of the Expert ones and now I've got enough money to unlock ever character

Go into free battle, set AI to super easy and handicap to max, ultimate jutsu twice, win around 18000-19000 per match.

took me approximately an hour to go from 300k ryo to 1.6m. chars start unlocking at the 1m mark, and end around 1.4m. after that its just costumes and mecha-naruto

Survival mode, I played to complete the 30 wins achievement and at the end I collected around 1 mil. from it.

better way is to use sage naruto, then throw one of his items (i forget which one sorry) and then one ultimate will kill them.

1. Take Naruto with Rasenshuriken in Ultimate Jutsu mode
2. Set AI to supereasy and handicap it to the max
3. At the start of the battle quickly throw the defense down tag at your opponent
4. Use the strength up pill instantly after that
5. Use Rasenshuriken (Ultimate Jutsu) on Opponent for an Instant one-hit-KO win.

You can get like 19.540 Ryo if you're fast and do it without flaw. Takes 5 seconds if everything went right. (the enemy may try to rush you or jump to the side dodging the defense down tag, it's still easy to get 18+k)

Alternative
1. Take Gaara in Awakening Mode
2. Set AI to Super Easy and max hanicap
3. Instant Awaken and spam Sand Tsunami (normal Jutsu) until win

Takes longer than the above method but you can get over 20.000 Ryo.
