where do you find the book to unlock soul secret technique

I just got it myself, slight spoiler: you need to get the spring water from the dragons and bring it back to the witch's village and use it there. Once all the NPCs turn into blue flames talk to the one in the southeastern corner of the village and she will give you a small key. Now go back to the Monastery Ruins in the south part of the map (near the Harbor town) and you can now unlock the 2 doors in the underground library area you couldn't get to before; hope this helps! If the first part of the steps didn't seem familiar, just keep playing through the story, the Witch's Village opens up after you cross the sea from the harbor town

FYI, the 2 rooms the small key unlocks also gives you the powered gold item as well
