What is the point of the middle ammo types?
I understand that mk255 is really good for legging people, and mk995 is really good for armor pen, but fmj feels useless, and mk319 feels like a crappy 995. I would understand 319 if 995 was hard to get, but you unlock them so close to eachother that I dont see the point.

Fmj, 319, and 955 are all terrible for legging.

It seems the only two ammo types I use are 255 and 995, and dont even get me started on 9mm. I have no idea what it all means.

Ive been playing around in the firing range and armor/ammo seems to be so inconsistent, it seems safer to just always bring the ammo that can either leg people or pierce helmets, and nothing in between.

Any thoughts?

Late wipe it's useless and we are LAAAATE wipe right now.
Honestly, you're spot on. Balance may come to ammo at some point, but right now it is best to use the highest flesh damage ammo you can, until you unlock the high tiers of ammo like M995, BS, 7N40, and M61. Mid-early questing you can unlock AP for 9mm and .45 for less than half the price of the aforementioned ammo. Right now, as it is late into progression, it's time to start saving the barter items for the very highest ammo tiers- BP, M993?, SNB, AP which all are the best at both pen and flesh damage.

Shotguns are different. You can one tap the metro boss in the knee with buckshot but not RIP slugs. AP-20 is cheaper than RIP and can go through T6 body armor in 4-6 shots and one-two tap an altyn, making the cheap flame 12 a top tier weapon that is effective at all ranges.

TLDR; yeah flesh damage ammo all the way until you can get the best pen ammo
