Not getting new weapons/pack?

I started playing from a legacy save recently and I have all the base weapons and got like 1 or 2 unlocked from the challenge room but I don't seem to be getting any new challenge rooms and am missing quite a few weapons and 1 medallion pack looks like.

I have done all mind maps and all bosses, on tier 15 stones and still not getting new stuff? Got maybe 1 unlock from last 8 runs. Is there a way to trigger them?
