The Disguise Mechanic

Ik whenever I kill a police officer (red), an innocent (white), or some other character, I have the option to wear the victim's outfit as a disguise. However, the police still identify me as a suspect and shoot me dead even though I try to be as convincing as I am with the disguise.
Is there a way to make other witnesses believe my disguise? If so, what should I do?
