no promises it will work though.
I know you said you tried playing with the Nvidia Control Panel settings, but try this just in case.
Manage 3D Settings >
> Antialiasing Mode - Application Controlled
> Vertical Sync - Use the 3D application settings
Then in game disable vertical sync.
If you can't disable vertical sync from in game (due to invisible text and some such)
Navigate to your Transport Giant folder.
Something like Program Files/Steam/steamapps/common/Transport Giant/config
and edit GameStatus.xml and set Vysync to 0
<DisplaySettings VSync="0"/>
While you're there also make sure ColorDepth is set to 32.
For some reason the game will not correctly function if it's set to 16.
Oh and try with Compatibility settings 'default'
So uncheck 'run this program in compatibility mode for'
and 'run this program as administrator'
But make sure you have Steam running as Administrator.

Developers please help! Such a good game, but can not play ... not a free game all the same!
I had the same problem with my Lenovo Laptop...it always used as a standard setting the microsoft disply driver, not the integrated Nvidia chipset.
Maybe your Laptop uses the Microsoft display driver as standard, too, and the Game trys to stat with the Microsoft display driver.
After I changed the settings into "use the Nvidia chipset as standard..." the game works fine, without any other changings.
Try this:
Start the Nvidia GForce Experience.
Look for the options, where you can order the NVidia chipset to run with this game. There will be an option, where you can generaly change the primary display driver into "Nvidia....."
Many other problems are solved, by using the integrated NVidia chipset instead of the Microsoft display driver.
Try to start the game again.

I choose (2). Apply the changes and run the game - nothing has changed. Flickering screen...
Here you can choose the display driver for each aplication on your laptop/notebook. If you mark the checkbox, the NVidia display driver will be your default display driver.
Maybe you have to restart Windows, that the new settings will be fixed.
Create a linking to your desktop of the "transportgiant.exe". Run the compatibily mode for each user. Set compatibily to Win98/2000. Mark the checkbox "run as administrator". Mark the checkbox above "....DPI...."
Save your settings and try again to run the game by using the linking on your desktop.
This settings are my settings and the game starts perfekt.

Nvidia Control Panel / Control parameters 3D / software configuration / settings 1. Select the program (there is no transport giant) / Add (in the opened window, too, there is no transport giant, although I run it dozens of times), ok, I am forced to find an exe file of TG and add it to the list. Next I choose for him a high-performance processor Nvidia, run TG, and fantastic, again flickering screen in the main menu of the game. You can change the setting in the "global settings".
Try this:
Delete the shortcut on your desktop.
Change the global setting into "NVidia......" as your default display driver
Create a new shortcut, change the settings....administrator...DPI...and so on....
Try to start the game again.

I just realized that when i minimize and maximize the game, everything works fine even on 16-bit color depth settings.
