Do I understand correctly that this mission cannot be completed in the Steam version? To construct the required building you need to score 1000 luxury points. However, they are reset every year. Over the course of a year, you can accumulate 360-370 points due to increased profits, increased turnover, increased company value and unbroken vehicles.
It is logical to assume that the remaining 600+ points must be scored by constructing charity buildings during the year. For every 100k cost of the building, 1 luxury point will be awarded. Therefore, we need to build a building for 60+ kk within a year.
However, the following is an impossible condition... If we do not have profit growth over the past year, we will be deprived of -120 luxury points. If our company value does not increase, they will take away some more points from us. And the total cost of all the charity buildings that we can build on the map is about 109kk, which is 1090 luxury points. It is impossible to spend 109 kk in a year and at the same time make an increase in profits. Maximum result: 1090 points + 30 points for transport, minus 120 points (no profit growth) minus some more points (decrease in company value). How to get through this?

The thing I can say is: It is possible to complete via Steam. After hours of playing I got everything "complete". But I actually can't remember in detail how I did it.

Why would luxury points reset every year? Unless there's a steam specific bug with that particular mission that I'm not aware of, they should be carried over from year to year.
