The game is crashing for me at startup, its going the eaccessviolation error for some reason, and cant access USER.exe. Any ideas or suggestions?

fix for the Exception Access Violation error.
Go to c>user>account name>appdata>roaming>my battle for middle earth files and there create an options.ini file (in notepad)

You are running into permissions errors in Windows as you are likely using Home Edition of Windows 10.

Top left, click steam in the menu bar, select exit. Go find your Steam shortcut or browse in to find the launcher, right click, select run as administrator. Go to your Steam games list, right click Act of War, select properties, go to the local files tab, select verify and allow it to complete, then click browse local files, find you aow.exe, right click, select properties, go to the compatibility tab, set to run in XP compatibility and also tick the box that says run as administrator, click apply and ok. Run the game from the exe directly, set any7 settings you need adjusted, close out Act of War, close out Steam same way as above, launch Steam normally, play...

This SHOULD get you running and playing. If it still faults out, browse back into your AoW folder, delete the contents, repeat the above steps.

I tried to run it on my intel hd graphics 520 and i worked, buy when i tried to run in my discrete GTX940MX it's didn't work
