you can download gameranger
it is free and theres always multiplayer rooms/servers open for play in Direct Action and High Treason, thats how i play online, i've been able to connect with other players.

high treason doesn't usually work

Go into the file where Act of war: high treason exe is and change the compatablilty to window 95 and make sure it is apply and locked in to prevent changing
