labeled shelves - Block off certain spots.
I think we should be able to DISABLE certain spots on LABELED shelves. Because after organizing colored boxes by shelf. The employee will still putting random items in those unused spots... Which just jumbles your shelves all over again.

I also think RESTOCKERs should pick up boxes from UNLABELED shelves first. That way labeled shelves never get messed up, and unlabeled shelves take priority because theyre mostly used for EXCESS stock. Or just allow labeled shelves to have 150 limit, but when taking down the box, it only contains normal amount for that item.

If every item you own has an assigned spot, and you're not overstocking your items, then they shouldn't be putting anything in those unassigned labeled areas. I'm assuming you know how to reset the label so they don't keep doing it?

Restockers don't recognize overstock from normal stock...that's your duty as the manager to make sure you don't have overstock, and to care for it when you do. I have two labeled shelves per item (more for things like chicken, toilet papers, diapers, ect), and now with the new ordering system, it's extremely rare I get overstock. I keep two shelf units of non-labeled shelves close to the manager office. That is where my guys put accidental overstock despite having a few empty spaces of unassigned labeled. During the day I watch the overstock, I'll take it to where the assigned spots are and consolidate, or I'll take it to the floor and restock as product is taken. We have to have something to do or the game would be too automated and boring.
I dont know how to reset the labels no, that would help haha. I usually just buy a new labeled shelve, move everything, then sell the old one. But yeah my unlabeled are also right next to the door of the office so they go there first with overstock. My storage room isnt massive yet hence 1 label per item for the time being.

Can you explain the 'new ordering' system?

You can remove the label from shelves with the price gun by right clicking on that specific shelf.
As Cami said, use the pricing gun and click on where a box would go to reset the label. This will erase any information for that shelf as if it was brand new again.

The newer ordering system, I believe, requires one of the upgrades. You have a tablet and can go around to your empty spaces and click on it to add it to the list then click the action button (default E) to buy said products.

So at the end of the day, I set everyone to restock once all the customers are done. Once they are fully done restocking I will set them all to storage, I will then go through and select my empty spaces with the tablet, buying the items as I go. Once done my shelves will be fully stocked both out on the floor and in the storage room. No extras, everything in its place.
