That said, the store should have a set menu similar to any of the cooking simulators. You have a list of what the store sells vs what the store CAN sell.
Unlocking a new tier of food shouldn't make customers suddenly notice a product not there.
However if you have placed a product already and a customer expects it, then yeah that's fair.
This would also lead to like an endgame where you can have the kind of store you want attracting certain customers. A liquor store might attract more thieves for example.
