Why won't my employees move the packed boxes?

Why won't my employees move the packed boxes? Their skills are already unlocked, and I have assigned them to storage tasks. However, in another game file where the skills are still at a basic level, my employees do move the packed boxes to recycling.

Do you mean the baled cardboard? Only employees assigned to storage and having nothing to do will move them. If already doing so and think you could have stumbled upon a bug feel free to describe more information that could lead to a replication on my end.

After all the restocking tasks were completed, I tried switching employees to either the Refill role (green button) or the Storage role (blue button), but they didn’t start moving the baled cardboard. I'm not sure if this is a bug. I recorded the gameplay—please refer to the video for more details.

I see, can I have certain of your store's data? I'll attempt to replicate the same setting you do and debug for problems. Store data can be shared like this:
- Launch the game and while in main menu, press Shift + F6. A small debug menu will open.
- Ignore the first button, you should see a list of buttons with your store's games below, click on the corresponding store you want to share data from.
- You will have your store's data copied in your clipboard. (Ctrl +V) Paste the data in a webpage like justpaste.it, click publish and paste the link here.

Alright, found the issue. If the entire warehouse is full and no spots are left, storage employees will neglect their duties including moving the bales. While the issue is being patched, you could just place a dummy storage shelf somewhere which you can delete later.
