How long is the Christmas/Winter Event On For?

At least for a week, maybe a bit more since the Star Tokens it gives will be exchangeable for the first brooms skins. Players not desiring to do it anymore can just remove the Christmas Gifts decoration for it to not trigger.

will perks that need the stars be permanent?

Their name is misleading, star perks are acquired with normal points (more than one, indicated by their number in their icon). Star points for brooms and the new perks being together has been a happy coincidence
