Agreed. I have been complaining about this. And if you watch as it gets darker throughout the day, the lights dim in the store. I hate it. Also the street lights do not even work.

You can change the brightness in game settings at the main menu. I cranked mine up and it helps, but I also play in 120hz so the lights don't refresh as quickly as the graphics do.
