i believe it is for thieves. either they work for free after being caught and beaten with the broom (which equals free labor in game), or remain in jail.... or maybe for misbehaving online players

i think its the misbehaving, a bit like in sea of thieve where there was a jail cell in the boat to jail a bad crewmate, so you dont lose the bonus/extra from kicking him whitout letting him do his bad stuff

If your the host there's now a punish button for players. I think you press it, it sends the player to the jail cell. Pretty sure its an anti griefing measure

I think it's for " punishing " friends who misbehave in your game, next to the other option of kicking them.
