I have Windows 8.1, and, as others have said in the Bug Thread, it does not seem to work on that or Windows 10.
Sorry to hear that the file cache check didn't fix anything.
To get a closer look at the issue, I'd like to ask again that you please send me your DxDiag information. Maybe this will reveal something.
