Report a translation problem
Some are specific to Worms Armageddon but the basics are the same.
Worms2d.info is an excellent source of info on all things Wormy.
I've merged these two threads together as they sounds to be about the same problem.
Not seen this issue before or got many reports of it.
To try and pin down the common factor between you, I'd like to request the following:

Running Windows 10 Pro, R9 290x singular GPU.
I wasn't able to make a screenshot of the clouds' traces as the Steam overlay did not work and hitting the print button on my keyboard only got me the photo of a black screen.
Anyway, since my lucky 'click' I've been able to play and enter the options screen properly.

It may be there there is a local or cloud based conflict with your settings, causing this strange graphics behaviour.
To resolve this, I'd like to ask that you first disable cloud save for the game.
To do this, please follow the steps below:
- Launch Steam
- Navigate to the Library tab
- Right-click on WWP Remastered
- Choose Properties
- Go to the Updates tab
- Un-check the box for Steam Cloud Synchronization
Next, please attempt a file cache integrity check on the game.For instructions on how to do this, please go to this page.
Finally, if the issue is persisting, repeat the steps that you've mentioned and wait for the game to appear in a small window.
Once you've done this, select the game from your windows bar at the bottom of the screen, then press ALT + Enter.
This may restore the game to 'Full screen' and allow you to access the options menu.

Now it works. I did nothing else than restart my PC after installation.

Sorry to hear that you are having this issue - would it be possible to see your system information so that we can try to help? To do this:
- Hold down the Windows Key and press R, the Run dialogue should appear > Type dxdiag in the available text field > Click OK
- Click Save All Information > Save the file DxDiag.txt to your Desktop so it is easy to find
- Open the .txt file, copy all the contents > Paste all the contents to a free text hosting service such as http://justpaste.it, http://textuploader.com or http://freetexthost.com
- Copy the link to your post

Thanks for getting back to us all regarding this. Although I haven't reported this problem, I can replicate it. DxDiag content attached as requested [justpaste.it].
I will add that I've also managed to reproduce JimPanson's fix via random clicking in the options screen. The options screen did show even after rebooting WWP and seemed to fix the blurry cloud issue upon game start.
I couldn't test much more before breaking it again and turning the options screen into a black abyss. This was done by clicking on the resolution selector in the options menu. Immediately the screen went black. The resolution selected prior to receiving a black screen was 1024x768.
Hope this all helps. For your information I have a 3440x1440 resolution ultrawide on my other PC which doesn't even boot the game, but that I suspect is due to something else.
WWP being my favourite Worms game, I'm looking forward to getting this going again! Cheers.
