It could be an issue where your anti-virus and firewall is blocking access to play online.
Can you please try to disable both your anti-virus and firewall just to test if the online feature works.

Thanks for trying disabling firewall/anti-virus. When you say that it does not let you join in, can you please tell us what happens exactly? Is there an error message?

Can you please clear your Steam Download Cache: https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638
Then, please follow the steps below:
- Click Steam in the top left of the client
- Open the Settings menu
- Navigate to the Downloads section
- Expand the Download Region and choose UK – London (Or most appropriate server location)
- Set the bandwidth limit to No Limit (Unless you are on a limited data plan)

The error message says
The selected game could not be located, select another game and try again
