The game doesn't have used cars, only used Trucks.
Same place it has always been. F4 Menu.
I feel the game needs way more stuff towards simulation. It's a truck simulator after all. I'd love to see more realistic stuff like a way more immersive cargo damage system that takes into consideration trailer G forces and not only collisions. As we all know cargo shifts depending on what it is and we should drive more carefully with that in mind. So even tho I don't hit anything I'm still able to damage the goods if I drive too aggressive on the corners or brake abruptly forcing me to drive smoothly specially if I'm carrying fragile stuff.
This is a bit out of topic but: when Mortal Kombat 1's open beta was announced people knew the full release date as well. So what's holding SCS from telling us AT LEAST approximate date?
Rule of thumb: if it's on open beta, it'll soon be released. Don't leave unfinished jobs, and check mods that rely on specific versions.
