Friend can't join convoy even though we have the exact same mods

My friend and I have the exact same mods in the exact same order, but whenever they try to join my convoy, they get an error saying, 'Unable to join session.' We tried using the Frosty Winter mod with the physics addon, making sure to use the correct files for version 1.50 in the right order, but it still doesn't work. We thought it might be related to how the mod uses .scs files that need to be placed in the mod folder in the ATS documents instead of downloading it from the workshop, so we tried only loading SISL's Mega Pack from the workshop without any file edits, and it still doesn't work. I've also enabled optional mods in the convoy settings, but no luck. Something else to note is that I have a few of the DLC states while they only have the base ones but I don't know if that has anything to do with it. Does anyone know what I might be doing wrong?

EDIT: Turns out that mods work if everyone who's joining my convoy starts their own convoy first and then joins mine through the Steam friends list.

I'm having the same issue, we both have the exact same mods, order etc and it wont even show up on the convoy lobby, all the convoys have the yellow circle next to them. We also both have all the mods.

Do you both have the same DLC?
