If you are wanting to do what I think you are wanting to do, then the answer is 'No'.., not with a real CB radio.
If you are wanting to hook up a CB radio to your pc to capture the audio from it, then yes, that IS possible.

Yes if you want to use a real CB radio that is modified to send input to the microphone input on your computer. Of course the cheaper alternative is to have a PC Mic in the shape of a CB that does the same thing.

I thought of this, but didn't want to get too technical about it...

Not necessarily.., if it was constructed to interface with the virtual CB in the game, then the other person could use the ingame radio and not have to have one...

If done right, it would work like any other 'controller' does, basically...

If I understand this correctly, then yes.
A proper 'controller' for the CB radio would change the channels, adjust the volume and allow the player to use a CB style mic that would fully interface with the game.

Basically, it would function just like a wheel and pedals/shifter set does with regards to controlling the truck, but in this case, it would control the ingame CB radio.
