First would be to try to lower the settings from whatever they are set to currently. If set too high for some bizarre reason try medium to low, maybe a mix. Maybe lower resolution but could also try lowering just the scaling option.

ATS tends to be CPU bound before anything else. Sometimes increasing graphics settings to give your GPU more to do can actually increase frame rate. What hardware is your sibling working with?

Buy a new one

Thought about replacing your RAM in the laptop?

This is easy to say when you are doing good financially, others aren't so lucky, so they have to use what they got at the moment.

Share the specs (If your sibling knows enough in the tech world to check, if not guide them) so we can see how powerful this machine is and see what could be done.

You can always run a older version. I run 1.35 on my laptop as older gamer versions are less hardware demanding.

Also in graphics, turn off secondary lighting and SSAO if those are on. Be sure to put the laptop on a cooler pad or whatever those are called. Its not the fans in them so much as its the space they create under the laptop so it runs cooler. Overheating will make the cpu throttle and ruin performance.

Well, the first thing would be to state your hardware specs (CPU, GPU, RAM).

sorry for taking so long but the RAM is 8.00 GB , CPU is intel core 2.50 - 2.70 GHz ( idk if that what your looking for or not) and i think the GPU is 3.9GB, hopefully thats what you need

Most likely you're using a IGPU (Intel graphics) which is not meant for any 3D gaming especially on a laptop. The best you can do is the lower the settings as much as you can to get better performance.

Sadly this since its a laptop and you cant upgrade the CPU nor GPU on it.

Turn Mirror Quality, Distance and Resolution to low, turn off SSAO, Turn down scaling to the lowest possible without losing complete graphics quality and all other settings to lowest without losing total graphics quality

I think it would be better if you do the following:
1. Open the Steamclient.
2. Click Help in the top menu bar, then System Information.
3. Copy ALL text and post it here.

That will give us your precise system specs.
