Trailer weights for doubles
trailer mass for doubles seems wrong on weights in that example RM double has
mass_ratio[]; 0.6
mass_ratio[]; 0.1
mass_ratio[]; 0.3

but this page https://www.dracotorre.com/blog/modify-trailers-for-ats/
says that mass is mass_ratio - percentage of weight on each chassis component

then should it be more like
mass_ratio[]; 1.0
mass_ratio[]; 0.1
mass_ratio[]; 0.4

or some thing like this

any guidance would be appreciated thanks

Just based on what you said, the decimal values represent how much of the load weight is on each portion of the combination in percent. If so, then each segment needs to add up to 100%. In the way it is currently, out of a 100,000 lb loaded trailer, the front trailer is 60,000 lbs, the dolley is 10,000 lbs, and the rear trailer is 30,000 lbs, which adds back up to 100,000 total pounds. In the way you suggested, the total weight of a 100,000 lb load would be 150,000 lbs.

To add to this, decimal percentages are two decimals off the whole percent. 0.6 is 60% of the original value.

ok but if you look at weights in the job market they are single trailer weights so on double trailer when the game loads it you end up splitload on two trailers instead of two full loads
so first trailer 52000 dolly 1000 rear trailer 25000

I am fairly certain that the weight the game shows you is the total weight of the trailer, not just the primary. The easiest way to check this is to select a cargo with a standard single box trailer and check how much it weighs, then change it to an RMD and see if the weight goes up, I bet it will.
