Technical Condition Warning at Weigh Station at 1% Wear/Damage
I got a technical condition warning at a weigh station with 1% of wear. Is this normal or potentially a mod issue? Just seems a bit extreme

That is not normal, no. I believe the warnings are supposed to begin around 20%. Im not really sure about that, but I know its more than 1%
The warning is based on the sum of the wear and damage and the threshold is different for different parts (wheels can go higher than the others, basically)
Has a weigh scale in ATS ever placed a truck out of service for too much wear and/or damage? If it's possible, I've never heard anyone talk about that. Otherwise, those warnings are just nattering at you to go to a service location and serve no purpose other than to be annoying. In real trucking situations, it takes a lot more than a scratched wheel or wrinkled fender to call a scale operator's attention to it.
Overweight (total or axle group), lacking permits, incomplete logbook, brakes improperly adjusted, bald tires, etc. That's what they're looking for.

You won't be taken out of service, however, you will be fined for excessive wear. You can also be fined for having an illegal trailer configuration for the state in which you get inspected.

Wait, tire wear? How is it factored?
All part wear is based on distance driven by the truck/trailer with engine, transmission and wheels all accruing a small amount of both wear and damage over time, even if you never damage the vehicle by hitting things, with the wheels wearing significantly faster than the other parts.

Don't forget to add permanent wear as well.

Can confirm. I had weigh stations get a bit snippy with me because I hadn't replaced my tires after about 10,000 miles.
