IMO opinion 60 fps is fine for this game. But always best to set fps limit in-game to 1/2 of whatever your monitor's refresh rate is set at.
EDIT: Also not aware of a FPS cap on this game. I think the slider is defaulted to 60 FPS(?) but completely optional. The only two things that I know of that would cap it are the in game slider or your GPU control panel settings (either for this game or global).

I'll triple-check the GPU profiles for ATS. I've deleted game-specific settings, and I've previously confirmed general settings doesn't have vsync or any other related settings enabled. There's gotta be something hidden in there, though!
It's reassuring that the game doesn't actually have a frame cap. As previously stated, I don't have a problem playing in 60 FPS. I just want to figure out why I can't have more.

EDIT: Unfortunately, no progress. I'll keep poking around, but I'm getting stumped.
OP already stated they have 180Hz monitor. ;)
Overview of what I've further tried:
- Turning it off and on again
- Uninstalling and reinstalling AMD Software and drivers
- Uninstalling and reinstalling ATS
- Verify integrity of files for ATS
- Disabled and enabled ATS mods
- Changed resolutions to 1920x1080 and 3440x1440
- Changed refresh rate for each resolution from 60, 144, and 180 Hz
- Enabled and disabled vsync
- Apologized to my cat and gave him treats
- Double-check that the monitor is still operating at 180 Hz while ATS is running
- Double-check other games are still operating at or around 180 FPS
- Sold my Volvo and picked up a Peterbilt
I know that uninstalling anything on Steam still keeps configuration files and such. Reinstalling ATS confirms this as all settings I've had remained intact. I'll probably next try uninstalling ATS and then hunt down and kill all ATS files in Documents and SteamApps folders. Anyone have any other suggestions I should try?
In my config_old: uset r_mode_refresh "180"
In the new config: uset r_mode_refresh "0"
With it set to "0", I was getting 300 FPS in the main menu and while loading the garage, but it still caps to 60 in the garage and while driving. I'm inclined to believe now that it must be AMD Software: Adrenalin Edition. While I have no game-specific profiles and have also uninstalled/reinstalled the drivers and software, there must be something it's doing to ATS itself for some reason.
Note that both old and new config files have uset r_vsync "0".
Radeon™ Chill was enabled with Idle FPS set to 60 and Peak FPS set to 60.
THAT was the culprit! I disabled it, and my FPS jumped to my in-game FPS cap of 180. Problem solved!
Please note that it's been my assumption that—with zero game profile customizations—all games will inherit the Global Gaming Experience (i.e. global settings). This apparently wasn't the case for ATS, and now I'm checking each game to make sure there aren't any other surprises.
Thank you all for your help! I don't think I would have found this out for myself if you weren't able to help me determine that it wasn't an ATS config problem!
