I'm wondering if its a "Steam" as a whole issue atp.
Nope
Billing seems to be the biggest hitter when it comes to those random freezes, at one point I was sat there for 18 seconds just staring at a static image, not fun when you're doing 65mph and the AI has started braking to allow his AI mate to exit a parking lot lol.
I took my foot off the brake thinking the game had crashed but nope, 1 second later the game comes back to life, I plough in to the back of the car, get fined a ton of money and then finally make the delivery.
Even stranger, no one seems to be talking about this on the official forums? I could be wrong but I haven't seen anything about it in the Bugs section, Technical help section or even the general discussions?
If i had to guess at what the issue was, I'd say it could be that the game is loading too much stuff in the foreground before it has enough time to delete the stuff in the background (the stuff behind you), but it's only a guess and I could be way off the mark.
No issues at all.
I have all DLCs but cosmetics, only use 1st person view, so don't care a lot about paints.
Yes, me as well especially with Wyoming. But i don't want to overstate it. It's not "that" bad for me.

Ingame settings are set to medium. Scaling is at 100, grass is off and vegetation is set to it's lowest.
Oh wow. You keep your grass and vegetation off? Why? I play on an Xbox One thru GE Force Now and i have everything maxed lol.
Does GE Force Now support wheels yet or are they still keyboard/controller only??
For me on Xbox One just a controller that i can tell. Can't speak for Series X or Ge Force Now proper.
Just had a quick look on their forums and it looks like wheels aren't supported, At least not without a work around.
