Right now, I don't see any benefits to DX12, let alone 11 currently. I've read reports that nVidia is having some issues with certain GPU's with DX12 that's actually degrading performance, where AMD is surpassing. If this is the case, then well.. I'm staying on Windows 7. Oh wait, I'm doing that anyway because I REALLY hate what M$ is doing with Windows 10 anyway.
I will be very disappointed if ATS uses DX9.
So far, I haven't see any sort of announcements if they ever intend to upgrade the DX renderer.
I have other reasons, but those are irrelevant to the typical consumer because I'm a power user and like control over the OS in general.
Whether or not you upgrade is completely up to you. However, I just don't recommend it at the current time.

The engine is optimized for ancient hardware and it sucks at multithreading. My Core i7 is barely used, but I get framerate drops with low GPU usage, which indicates the game is limited by singlethreaded performance.
A 1-core 7 GHz CPU would be way better than a 4-core 3.5 GHz CPU, and that just means the engine needs an overhaul. It is 2015, multithreading is standard in every game these days.
