Base game states are
California and Nevada.

Arizona is a free DLC so that is also technically part of the base game.

California, Nevada, and Arizona. Other states go one sale fairly often, and the older DLC states can be fairly cheap. The three base states are plenty to start with though, and they still provide quite a lot of area to explore, easily taking an hour or two just to cross the map once.

You've got some map bundles as well. Was going to recommend the Northwest bundle which is Oregon + Washington, but it's been expanded since to include other states too.

I'm actually kind of curious how it works when picking up DLC piecemeal.

i.e are you restricted to quick traveling / only driving within that DLC if it's not really connected to anything else you have, or does the game still open up the roads enough for you to do a proper haul between locations?

No, enclaved states remained enclaved, but there is always one city discovered so you can buy a garage and quick travel there.
You need to buy all the intermediate states if you want to make a through delivery.

I didn’t really want to spend $26 on it since I wasn’t sure if I would like it. Once I’ve tried it and I can verify I like it, I’ll buy Oregon. Pretty sure I will like it.

That sounds fair. The initial investment for the game is starting to get quite expensive, as it is for most simulators. At least they don't re-release the base game every 2 years.
Base game is fully functional though, DLCs are just more variety if you'd like more content.
All of the new trucks get added to the base game, you don't pay for those.

Bundles work on a "complete the set" basis, so you'll still have access to the Northwest bundle with the matching price drop, minus Oregon which you already own.
