i.e are you restricted to quick traveling / only driving within that DLC if it's not really connected to anything else you have, or does the game still open up the roads enough for you to do a proper haul between locations?

Base game is fully functional though, DLCs are just more variety if you'd like more content.
All of the new trucks get added to the base game, you don't pay for those.
Bundles work on a "complete the set" basis, so you'll still have access to the Northwest bundle with the matching price drop, minus Oregon which you already own.
