A few years old but not ancient...
I would say it's a slight rounding error, nothing to worry about unless you have stutters in the game.
Choppy 119 Hz? It isn't the game, it's your settings and hardware.
It's a driving simulator, not a micro-second shooter, it will still look fantastic and play perfectly at 60 Hz or even 40 Hz. Obsessing over 1 Hz isn't going to make the game more enjoyable or look better.
Sort the GFX settings out and cap the frame rate at 60 fps, it'll all be good.
If you've previously used the TAA graphics mod, delete all files from it.
Make sure the game and Steam are not running in compatibility mode.
Make sure your Windows swap file is set to 'system managed'
Disable the NVIDIA overlay
Disable the Discord overlay
Disable the Steam overlay.
Do not have any programs running tin the background, especially Discord, browsers, Internet chat or messaging.
Reduce any scaling back to 100%
Don't overclock your GPU, even if it is factory overclocked.
You may need more than 20GB free on the system drive for swap files
If you are on NVIDIA and have previously used the Profile Inspector for better anti-aliasing, all SCS profiles MUST be restored to driver default, for game version 1.50.
If you use DSR, deactivate it.
Clean all system fans, make sure all grilles are free from dust and the cooling works properly for the system, the PSU, the GPU and CPU.
Always make sure your graphics drivers and Windows are both fully up to date.

And if the full hz are not shown ingame then they should not be shown in your gpu driver software either (for the resolution they are "Missing"), as the game only can get what the gpu/system is telling it.
You could go into your driver settings and manually re-activate the missing hz.
If you dont know how to do that for the gpu you have, try google for an explanation for it.
You do know that that does not make any sense?
Either you let the game handle the v-sync by turning it on ingame,
Or you turn it off ingame and turn it on in the driver settings that the gpu should handle the v-sync.
You do not do both.....
Idk why everyone is clowning on me when I can literally perceive the difference between 119 and 120 in game by swapping between them. 119 is super choppy and 120 is perfectly fine. I just don't know why 120hz isn't an option at 1440p for some reason even though it was literally there before.
Also trust me, my PC does NOT struggle to run this game. If the trucksims can't run on an i9-13900KF, 4070, 32GB RAM, on a 6TB SSD, then idk what will. That's irrelevant however as thats not the issue.
As for your comment on capping it at 60hz, I would but I literally can't. The only options are 1 below for each refresh rate which makes the image choppy.
I have freesync off as it didn't seem to do much for me. And in other games I can have it set to 120hz (beamNG, Forza, Gmod) and it works perfectly fine. In nvidia control panel it reports as 120hz, in windows display settings its 120hz. For some inexplicable reason only the trucksims have decided I am only worthy of 119.
Weird. I can set my 4k monitor to 120 without issue on my 3080ti, it is what I'm set to now.
I gave my 1440p away to my daughter or I'd test it.
I cannot remember if my resolution was 1 lower on that monitor or not but if it was I think would have noticed cause even minor stuttering causes me headaches in games.
Also check if your CPU isn't faulty. Intel's 13th and 14th Gen CPUs have a manufacturing defect that causes oxidation inside the CPU. So it has to be replaced.
Did you resolve your 1440p @119hz issue?
Yes you literally can, using NVIDIA Control Panel. It's just a few clicks, adjust to 60 then a couple more clicks. Job done.
